SBIR 20th year report
As the SBIR program approaches its twentieth year of operation, the U.S. Congress requested the National Research Council (NRC) of the National Academies to ‘conduct a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs’ and to make recommendations with respect to the SBIR program. The SBIR program allocates 2.5 percent of 11 federal agencies’ extramural R&D budgets to fund R&D projects by small businesses, providing approximately $2 billion annually in competitive awards.
Drawing substantially on new data collection, this report examines the SBIR program at the National Science Foundation and makes recommendations for improvements. A free executive summary of the report is available only for subscribers to The Chilli RED.
